TOKYO, Japan - A seal swims in the Arakawa River in Shiki, Saitama Prefecture, on Oct. 17, 2011. The city government the following day named the seal, which has been attracting spectators, ''Ara-chan Shiki'' and registered the animal as a ''resident'' of the city north of Tokyo.
